National Education Policy 2010
and Higher Education in Bangladesh

Bangladesh Government passed the “National Education Policy
2010” under Ministry of Education. This Policy had 28 chapters and 3 Annexures.
There may be a vast discussion on this policy but I want to discuss about the
implementation and evaluation of the policy.
This policy has been passed since more
than 5 years back. There should be an evaluation of this policy to understand
the effectiveness of this policy. In Chapter 8 of this policy “Higher
Education” has been discussed. The aims and objectives of higher education are
alright with the provisions of growing up free thinking, creative, humane
citizens.
The most important provision among them is to build up citizens who
will possess scientific, secular, liberal, humane and forward looking mindset. Another
aim of higher education is innovation of new areas of knowledge through
cultivation, research and creativity.
This policy also suggested strategies to attain these goals
stated in the policy. The strategies suggested updating the curricula and
syllabus of higher education to meet international standards. Among the strategies
two important strategies are Research both for students and teachers and
another one is Scholarship and academic bank loans at soft terms.

Already 5 years have been passed since the adoption of this
policy. Time has been come to evaluate the policy how far the strategies are
implemented.
The Government provided scholarship is too much low comparative to
the demand. For example, the Jahangirnagar University authority gives only one
hundred and few taka per month as scholarship for graduation level students. Is
it enough to meet any demand of meritorious or poor students? It can be easily imagine
that what will be state of other Universities outside Dhaka. There are many
corporate sectors in Bangladesh as some private banks offered scholarship for
higher education. Dutch Bangla Bank provides 3000 taka monthly.
The Government should pay heed in this regard to increase the
amount of monthly scholarship of the Department and University as per merit or
yearly result. At least the monthly scholarship to meritorious student should
be increased as 3000 taka.
And the suggestions of academic loan in soft terms are yet to
be implemented. There are hardly few banks who give academic loans for higher
study in the country. Even one or two private banks offer this loan the
interest rate is approximately 18-20 percent. And the procedure is also not
easy.
A separate student’s bank should be established for students
to reorganize student’s financial activity from a separate bank as like as
“Bangladesh Krishi Bank”. Or both the state owned banks or private banks should
make obliged to make provisions for soft terms academic loans for students
within single digit interest rate.
There are many students who are very poor and meritorious but
failed to avail any private Bank scholarship or manage tuition besides his
campus premises suffered a lot of financial crises.
Though the student avail
the department scholarship it failed to meet the demand as the yearly stipends
stands only a few thousand. Whereas a student’s monthly costs is around five
thousand taka what would be the value of yearly a few thousand taka scholarship
money.
The research fund allocated is not sufficient to grow up
competent researchers.
While foreign Universities allocated million dollars on
research, our public Universities fall shortage of research fund to conduct
research. Education budget allocated as 170 billion taka last year. The
allocation for conducting research should be increased to meet international
standards.
A different research allocation should be made. Bangladesh Research
and Education Network (BDREN) works under University Grants Commission. BDREN
only works with the IT infrastructure and network development. It is necessary
to build up network. But more important is to allocate or establish a separate
research entity to gear up research activities in University level. The
government should help to establish private research firm to strengthen
research activities for higher education.
National Education policy 2010 is an important peace for
further improvement of our education sector. But the proper implementation
should be ensured of this policy to get the actual and expected benefit from
this policy.
